No - this roof rail seal is for the 1955-1957 Ford Thunderbird and will absolutely not fit your 1978 Mercury Cougar. To our knowledge, nobody makes a direct fit, proper roof rail seal kit for your 78 Mercury Cougar. You will likely need to find a match or suitable replacement material by the foot.
